Starr-Iva Water & Sewer Company began in 1970 when a group of individuals of the Starr, Iva, and Flat Rock communities went door-to-door selling water taps for $75 each. After taps were secured, application was made to Farmers Home Administration to acquire, construct, maintain, operate and provide water distribution and supply facilities to individuals, farms, businesses, corporations and political subdivisions within the geographical area.

Starr-Iva Water was incorporated in February, 1971.
Davis & Floyd Engineers, Greenwood, SC designed the beginning system. Bids were taken for the beginning phase in September, 1971 and Harold A. Pickens & Sons was awarded the job.
Construction began in March, 1972 with the laying of 60+ miles of waterlines, a 250,000 gallon storage tank located near Owens Corning Fiberglas on Highway 81 South, and a pumping station which consisted of three (3) 25 HP Aurora Pumps. Starr-Iva Water Company began with 431 residential/commercial customers. They also master metered or wholesaled water to the Town of Iva.
Randy Pettigrew was hired in October, 1972 as General Manager and is still the General Manager today. Randy worked alongside Mr. Drew Pickens of Harold A. Pickens & Son in laying the original waterlines. Randy’s job also consisted of reading meters with his personal truck, handwriting the bills, collections, repair and anything else that needed to be done in a start up company. Randy remained the sole employee until 1979 when an office clerk was hired.
The Starr-Iva Water & Sewer office building was built at 8101 Highway 81 South by George Gentry and was leased back to the water company for a period of 10 (ten) years at which time the water company had the option to buy, which they did.
The company has continued to grow, and they now serve approximately 3800 customers. The water system currently consists of 140 miles of waterline. The pump station has been upgraded to two (2) 75 HP and one (1) 25 HP. A 500,000 gallon storage tank has also been added.
In 2001, the Starr-Iva Water & Sewer Company, Inc., a non-profit corporation became Starr-Iva Water & Sewer District, a designated public service district. In 2001, the Starr-Iva Water & Sewer District also became part of the Anderson County Water Association (now known as Anderson Regional Joint Water System).
